Starting salary: $154,299
The salary of the finalist(s) selected for this role will be set
based on a variety of factors, including but not limited to,
internal equity, experience, education, specialty and training. The
starting salary range represents the College's good faith and
reasonable estimate of the range of possible compensation at the
time of posting.
Pay Grade: A14 Job Summary Under direction of the President, the
Vice President of Operations ( VPO ) has responsibility for
college-wide facility planning and management of building and
facility construction. The VPO will plan, direct, coordinate, and
oversee operations activities at the College. Ensure development
and implementation of efficient operations and cost -effective
systems that are responsive to current and future needs of the
College in furtherance of the District's mission and vision. Key
leader in District operations for safety and security. This
position includes supervision and leadership of all Executive
Campus Directors/Provosts, Executive Directors Physical Plant and
Information Solutions, and Directors in Trail Point Aquatics and
Wellness and Energy Mgt/Safety/Security. Essential Functions
Provide leadership for the strategic direction of the College's
operations. Supervise and manage assigned staff, including
Provosts/Executive Campus Directors; Executive Directors; and
Directors. Recommend personnel actions related to hiring, firing,
compensation, performance evaluation, training, work schedules and
assignments; administer personnel and related policies and
procedures, collective bargaining agreements and the EEO /AA plan
aligned with the College HR Department.
Lead, supervise, and manage campuses and departments, specifically
Maintenance, Grounds, Physical Plant, and Safety and Security.
Develop and adopt direction and standards of operations in these
areas with attention to planning while efficiently using resources.
Determine the optimal delivery of services, utilizing employees,
subcontractors, or vendors. Manage the pertinent contracts that
provide those services.
Create and monitor a comprehensive District Facility Plan, with
corresponding calendar and timelines that plan and project for new
construction, building renovations, maintenance, and grounds.
Supervise staff that perform these functions for the College.
Supply expertise and guidance on operations projects and systems.
Supervision will be in coordination with Provosts/Executive Campus
Officers.
Facilitate discussions with Executive Council, Executive Campus
Directors, Deans, and other College personnel around discussions
about facility use, needs, and desires. Lead and facilitate
decision-making and prioritization efforts related to college
vision and mission.
Represent District in approval and supervision of contractors,
coordinating activities, ensuring adherence to project timelines,
and reviewing project invoices and payments. This may also include
oversight of the architects, pre-qualification, bidding and
selection process of contractors for District facility projects.
Develop and issue Notices to Proceed, Stop Orders, and Final
Acceptance and Change orders. Attends to College's goals in energy
management, environmental impact, safety, security, building
accessibility and utility.
Identifies, recommends and implements new processes, technologies
and systems to improve and streamline organizational processes, use
of materials and resources. Establishes departmental goals and
objectives for all areas of responsibility. Determine appropriate
work standards as a means for evaluating the progress of all
projects. Presents periodic performance reports and metrics to
leadership.
Manages District budgets related to capital improvement projects
(expenditure reports, development of purchase orders and tracking
of projects).
Provide District wide direction, through the development of
policies and procedures for the rental and use of College
buildings.
Perform other duties as assigned. Required Qualifications
Bachelor's Degree in a related field to essential functions. 10
years of progressively responsible industry related experience in
facility management, planning, maintenance, physical plant,
construction services, and/or information technology department,
including at least 5 years of supervisory experience.
Three years in upper management required.
Strong supervisory and leadership skills. Demonstrated experience
in project planning/and budget management. Demonstrated experience
in aligning college values and priorities to resource request
process and budget allocations.
Demonstrated ability to lead, manage and supervise a broad and
diverse range of departments and people.
Demonstrated excellent communication and human relation skills.
Demonstrated competency in strategic planning.
Demonstrated senior management experience involving fiscal
accountability, facilities, and auxiliary services. Demonstrated
experience with safety, security, and emergency response
planning.
Demonstrated effectiveness working with populations having diverse
values, and/or coming from varied cultures and backgrounds and a
commitment to diversity and equal opportunities.
Demonstrated ability to promote collaboration, teamwork and
partnerships with internal and external constituents. Demonstrated
ability to successfully work in a multi-campus environment.
Knowledge of current software applications.
Proficient with Microsoft Office Suite and related software
programs. Desired Qualifications Masters or Ph.D. in, Architecture,
Construction Management, Engineering, Business Management,
Information Technology or other related field.
Management or leadership experience in an education setting,
especially at a community college or with a community college
system.
Experience in FEMA safety management protocols.
Experience acting as Emergency Operations Manager. Physical
