The Accounting Technician 2 will serve as the day-to-day support for all financial and accounting matters within the Motor Vehicle Division. This includes ensuring all proper accounting practices, laws, and DOT procedures are being followed for financial transactions under the subject matter of the Motor Vehicle Division.This position includes auditing, reconciling, depositing, and reporting on Motor Vehicle Division financial transactions to DOT Finance, DOT Management, other State agencies, counties, and international organizations. The Accounting Technician 2 will also oversee and ensure that all 99 County Treasurers and their 800 plus staff members are compliant with required and best accounting practices and procedures and laws related to DOT financial matters.Contributing to our Mission:With nearly 3,000 employees, we're all "one team" at the Iowa DOT. Our newest member will be joining a Vehicle & Motor Carrier Services Team of nearly 50 staff located in the Motor Vehicle Division Headquarters building in Ankeny. Vehicle & Motor Carrier Services (VMCS) is responsible for maintaining accurate and updated laws and administrative rules to implement the subject matters under the responsibility of the office. These areas include state and federal laws affecting registration, titling, permits, dealer licensing, the International Registration Plan (IRP), and the International Fuel Tax Agreement (IFTA).In addition to contributions to the V & MCS team, you will also work directly with internal work units, external businesses, associations, other agencies, county treasurer offices, and the Motor Vehicle Division's Legal compliance officer to strategically meet approach policy matters affecting state and federal compliance.Your responsibilities:
        • Review and research adjusted funding transaction and discrepancies. Report results and issues discovered to management.
        • Audit and ensure compliance of over 200 Motor Vehicle Division employees and nearly 900 county employees on compliant practices when dealing financial errors are discovered by MVD Accounting.
        • Audit and submit financial transaction reports.
        • Process all financial transactions for the Motor Vehicle Division following all DOT policies, State of Iowa laws, and accepted accounting principles.
        • Ensuring sufficient funds are in the accounts for proper distribution for all IFTA, IRP, and UCR transmissions to federal / national clearinghouses.
        • Calculate and ensure monthly IRP and IFTA transmittals are sent to other jurisdictions on schedule and calculate to verify that the correct funds are received from other jurisdictions.
        • Making adjustments to accommodate error corrections to accounts receivables in ARTS for county and state employees.
        • Audit submitted county and Motor Carrier transactions to ensure warrants for payment and distribution are compliant with ARTS, IFTA, IRP, IAPS, and UCR.
        • Audit 25% of all county transactions performed in ARTS to verify the amount collected for each transaction.
        • Contact and coach county in error on proper compliance for transactions that have produced errors.
        • Write summary report on error and submit report to the Management for additional follow-up action.
        • Provide periodic support on areas audited to include: (1) maintain and generate reports on accounts or processing history including researching and reporting transactional history for funds paid, funds dispersed to various accounts, or funds canceled or eliminated for payments by reviewing system records accordingly; (2) assist counties, state employees, and customers with accounting and audit based questions by phone, email, or in person on the results of actions taken due to audited transactions; (3) gather and submit transactional history or reports for use by the Attorney General's Office, contracts, MOUs, or law enforcement.
        • Review and audit ledgers to ensure accuracy and proper dispersement of and ARTS, IRP, and IFTA escrow accounts.
        • Report, research, investigate, and correct any errors found on accounts, payments, transmittals, bills, processed applications or deposits for ARTS, IFTA, IRP, IAPS, and UCR.
        • Provide backup support for other MVD Accounting members in audits.
        • 40 Process Payments, invoices, financial consolidation, and deposits for Motor Vehicle Division:
        • Preparing and delivering deposits, making change, or picking up change orders.
        • Ensure deposits are made into the proper accounts within the 5 Motor Vehicle Systems with accuracy and in a timely manner. Reconcile daily deposits and cash drawers, both physically and electronically.
        • Generate any invoicing, payments, and billing for the Motor Vehicle Division and Audits
        • Transfer and consolidate funds through Motor Vehicle Division's system and assigned State of Iowa accounts. Maintain and submit documentation as required and necessary to ensure transactional compliance.
        • Verify deposits, automatic distributions, and wire transfers.
        • Provide notification to the proper team of payments that may have been made that will affect their teams' programs. Notify proper team of failed payments to the team's program which may in some cases lead to canceled credentials, registration or licenses if necessary.
        • Collect of insufficient funds.
        • Process refunded payments.
        • Assist customers with accounting based questions by phone, email, or in person and provide backup support for other MVD Accounting members.
        • Compile reports and generate documentation as needed for informational inquiries in regard to payments, refunds, and tracking of accumulated payments.Applicants for this position must complete the online application.
